เทศบาลนคร หาดใหญ่ ไว้วางใจในโซลูชัน ด้าน CCTV ด้าน IP Network Camera จาก Digitalcom เทศบาลนครหาดใหญ่ ซึ่งเป็นองค์กรบริหารส่วนท้องถิ่นต้องการติดตั้งระบบกล้องโทรทัศน์วงจรปิด ( CCTV ) เพื่อใช้ในการสอดส่องดูแลในพื้นที่สำคัญของตัวเมืองหาดใหญ่ เช่น ตามสี่แยก และชุมชนต่างๆ ซึ่งอาจเป็นจุดล่อแหลมด้านการรักษาความปลอดภัย และเพื่อให้สอดคล้องกับนโยบายของภาครัฐ ที่ต้องการให้มีการออกมาตรการด้านการรักษาความปลอดภัยตามเมืองเศรษฐกิจสำคัญ ระบบกล้องวงจรปิดบนเครือข่ายไอพีระบบใหม่นี้ จึงต้องสามารถสนองความต้องการของเทศบาลนครหาดใหญ่ ที่ต้องการสร้างความสมดุลระหว่างระบบรักษาความปลอดภัย ความเชื่อถือ คุณภาพ และราคาที่คุ้มค่าภายใต้งบประมาณที่มีอยู่อย่างจำกัด

คุณ พฤกษ์ พัฒโน รองนายกเทศมนตรีนครหาดใหญ่ จังหวัดสงขลา ซึ่งเป็นผู้มีบทบาทสำคัญในการริเริ่ม และผลักดันโครงการติดตั้งระบบกล้องโทรทัศน์วงจรปิดบนเครือข่ายไอพีของเทศบาล นครหาดใหญ่ เปิดเผยถึงความเป็นมาของโครงการดังกล่าวนี้ว่า เป็นผลมาจากนโยบายของรัฐบาลที่ต้องการให้หัวเมืองเศรษฐกิจสำคัญของประเทศ มีมาตรการด้านการรักษาความปลอดภัยที่เพียงพอ เพื่อป้องกัน หรือยับยั้งการก่อเหตุร้ายในพื้นที่สำคัญของตัวเมือง “ความเป็นเมืองนั้นประเด็นของการก่อการร้ายเป็นเรื่องสำคัญก็จริงอยู่ แต่ความจริงแล้วระบบดังกล่าวนี้ มีประโยชน์อย่างยิ่งกับงานประจำที่จำเป็นซึ่งเกี่ยวข้องกับการจัดระเบียบของ ชุมชน ไม่ว่าจะเป็นเรื่องของการจราจร ความปลอดภัย การฉกชิงวิ่งราวต่างๆ คือเรื่องของการจัดระเบียบชุมชน เพราะฉะนั้น ถ้าเราติดตั้งกล้องได้มากครอบคลุมพื้นที่ส่วนใหญ่ ก็จะเอาใช้ประโยชน์กับงานดังกล่าวได้เลย โดยไม่ต้องรอว่าจะต้องในกรณีที่เกิดเหตุการณ์ขึ้นมาเท่านั้น”

โซลูชั่นที่เลือกใช้
สำหรับโครงการดังกล่าวนี้ในเฟสแรกได้ติดตั้งกล้องไปทั้งหมด 100 ตัว โดยประกอบด้วยกล้องรุ่น Axis 211 ซึ่งเป็นกล้องแบบติดตั้งตายตัว 90 ตัว เพื่อทำหน้าที่สอดส่องดูแลในส่วนที่สำคัญเช่น ตามสี่แยก ติดตามแยกและชุมชน และกล้องรุ่น Axis 231 ซึ่งเป็นกล้องแบบโดม 10 ตัว เพื่อใช้ในส่วนของการลาดตะเวนตามร้านทองและสถานีรถไฟ หาดใหญ่ ซึ่งเป็นจุดล่อแหลม

ในส่วนของ การเดินสาย เราเดินสายด้วยใยแก้วนำแสง นอกจากนี้ยังได้ใช้ระบบไร้สายในพื้นที่นอกอาคารยี่ห้อโมโตโรล่ารุ่น Canopy 2450 AP จำนวน 4 ตัว และ 2450 SM จำนวน 9 ตัว ใช้ในบริเวณที่เดินสายใยแก้วนำแสงไม่สะดวก

สำหรับ ซอฟต์แวร์ที่ใช้ในการบันทึกและจัดเก็บภาพเป็นของ Nuuo Software โดยเป็นซอฟต์แวร์ในการบันทึกและจัดเก็บภาพที่มีคุณภาพปานกลางเหมาะสมกับงบ ประมาณ อย่างไรก็ตามในอนาคตเมื่อมีการขยายโครงข่ายอาจนำ Software ที่มีคุณภาพสูงกว่า เช่น Milestone เข้ามาประยุกต์ใช้เพื่อรองรับกล้องจำนวนมากขึ้นและเพิ่มความเสถีนรภาพให้กับ ระบบ

ในส่วนของ การสนับสนุนจากผู้ค้าและตัวแทนจำหน่ายนั้น รู้สึกพอใจ เพราะมีการส่งเจ้าหน้าที่มาประจำที่ศูนย์ CCTV เพื่อช่วยอบรมวิธีการใช้งาน และแก้ไขปัญหาต่างๆ ที่เกิดขึ้นกับระบบ

เป็นเพียงจุดเริ่มต้น
ปัจจุบันแม้ว่าโครงการติดตั้งระบบ CCTV ของเทศบาลนครหาดใหญ่ในเฟสแรกจะเสร็จสมบูรณ์แล้วก็ตาม แต่ก็ต้องถือว่าเป็นเพียงก้าวแรกของการวางระบบ CCTV เท่านั้น โดยกล้องส่วนหนึ่งเป็นของโครงการระบบจราจรอัจฉริยะซึ่งใช้งานมาได้ระยะหนึ่ง แล้ว แต่เนื่องจากเป็นระบบที่อยู่บนเครือข่ายไอพีเหมือนกัน ในที่สุดแล้วทั้งสองระบบก็จะกลืนเข้าเป็นระบบเดียวกัน พฤกษ์เผยแผนการพัฒนาระบบ CCTV ว่า “สิ่งที่เราทำนี้ถือเป็นการปูพื้นฐานให้ระดับหนึ่งก่อน หลังจากทุกอย่างในเฟสแรกเสร็จสิ้นหมดแล้ว เราคิดว่าจะมีโครงการในเฟสที่ 2 ซึ่งจะเป็นเปิดให้หน่วยงานต่างๆ ที่เกี่ยวข้องเชื่อมต่อเข้ากับระบบ CCTV ของเรา ไม่ว่าจะเป็นอำเภอ จังหวัด ตำรวจ ทหาร ส่วนในเฟสที่ 3 จะเป็นการเชื่อมต่อกับระบบของเอกชน ไม่ว่าจะเป็นโรงแรม ห้องสรรพสินค้า ร้านทอง”

นอกจากจะ เปิดให้หน่วยงานราชการ และเอกชนเข้ามาร่วมโครงการดังกล่าวนี้แล้ว ทางเทศบาลนครหาดใหญ่ยังมีแผนเปิดโอกาสให้ประชาชนทั่วไปเข้ามาใช้งานระบบ CCTV ด้วย โดยอาจจะมีการติดตั้งแอ็กเซสพอยนต์ไว้ตามจุดสำคัญๆ เพียงแต่ประชาชนซื้อกล้องไอพีแบบไร้สายมาติดตั้งก็สามารถเชื่อมต่อกับระบบ CCTV ผ่านเครือข่ายไร้สายได้ ไม่ว่าจะเป็นร้านค้าต่างๆ หรือร้านทองก็จะได้รับประโยชน์จากระบบดังกล่าวนี้
